From the 28th January 2020 a new Article 4 Direction comes into force in Croydon Borough. The effect of the Article 4 Direction will mean that the conversion of houses to a small HMO (up to 6 people) will require planning permission across the Borough.
This means that all types of newly created HMO in Croydon will require the grant of planning permission. The Council can therefore consider a whole range of matters when determining planning applications.
The reason behind this change is concern for the shortage of family homes in the borough and over the past 10 year and people’s inability to access affordable home ownership.
This does not mean that landlords will not be able to create HMOs as there is still a need for them, but the council feel there are some parts of the borough where there are just too many HMOs in a small area for the local infrastructure to cope.
Article 4 Direction will help ensure there is a good supply of decent housing for Croydon families to live in, as well as giving residents moving into newly converted HMOs reassurance around basic rights, such as space requirements.
